In the recently published draft Border “Target Operating Model” (TOM), the UK government has announced that there will be no more delays in import controls on goods from the European Union (EU). The new border control regime will come into force from 31st October 2023 onwards. Last year, there was still talk of a delay, but now the UK government says the deadline of 31 October 2023 is firm. This means that companies trading with the United Kingdom (UK) really need to start preparing now for the new formalities and requirements.
The Border TOM will be implemented in three phases between 31 October 2023 and 31 October 2024. From 31 October 2023, health certificates will be required for almost all veterinary products. This will affect businesses that export food and agricultural products, such as fresh fruit and vegetables, meat, fish, eggs and dairy products, to the UK. From 31 January 2024 documentary and risk-based identity and physical checks are required on medium risk animal products. From 31 October 2024 Safety and Security declaration for EU imports will come into force.
